The Information and Communication Technologies (ICT)
is a technology to process information with low levels
of human intervention. It starts from data gathering
and ends on decision support or policy making processes.
ICT include all mediums of sharing and gathering information
and transferring like the radio system, telephone
system, computer systems, network infrastructures,
mobile phone communication systems.
Stable ICT echo system performs most important role
in economic stability of a country. Fast communication
systems with quick sharing of ideas and information
breads to better decision management and policy management
system.

Software and ICT
The
importance of Free and open source software as an
instrument to promote the access of citizen and enterprises
to ICT lies not only in the large savings that it
generates, but also in the fact that FOSS represents
a change of paradigm in the development and diffusion
of ICT which opens new possibilities to all countries.
FOSS underpins a model of shared development that
results in shared knowledge and thus accelerates the
rate of technological advancement in developing countries.
FOSS adoption breeds to low investment and reducing
the amount of royalties paid to foreign suppliers
and software houses.
